White Paper Submission Instructions

U.S. Central Command Rapid Employment Joint Task Force (REJTF) invites industry, academia, and innovators to submit five-page white papers outlining solutions aligned with ongoing experimental initiatives — that accelerate warfighter advantage.

Submission Requirements

Page Limit: 5 pages (excluding cover page and references)
Format: PDF, 12-pt font, 1-inch margins

Subject Line: “Project Name-Company”

Content Structure

  • Executive Summary
    Briefly describe the proposed solution, mission relevance, and intended operational impact.
     
  • Problem Statement & Use Case Alignment
    Identify which REJTF initiative(s) your concept supports (e.g., Desert Guardian, Desert Sentry, BDOCx) and the specific operational problem it addresses.
     
  • Technical Concept & Innovation
    Summarize the core technology, approach, and differentiators. Include readiness level (TRL/MRL) and any prior test or prototype data.
     
  • Implementation & Experimentation Path
    Outline how the solution could be demonstrated or integrated within CENTCOM’s environment. Include key milestones, dependencies, and estimated timelines (targeting 60-day test cycles).
     
  • Transition & Sustainment Potential
    Describe how the capability could scale, integrate into existing programs, or transition to an operational unit or partner.


Note: Do not include classified, proprietary, or sensitive business information in your white paper. Submissions should be unclassified and releasable to U.S. Government/Contractor personnel for evaluation and potential collaboration. Any proprietary elements or data rights considerations may be addressed later during follow-on discussions under appropriate agreements.

Evaluation Considerations

Submissions will be evaluated based on:

  • Mission relevance and operational impact
     
  • Technical feasibility and maturity
     
  • Ability to demonstrate within 60 days
     
  • Scalability and transition potential
     
  • Clarity, conciseness, and overall alignment with REJTF priorities

Follow-On Opportunities

White papers that demonstrate strong alignment with REJTF priorities may be selected for follow-on engagement. This could include an invitation to brief CENTCOM stakeholders, participate in focused experimentation events, or rapidly prototype. Selected solutions may transition into operational demonstrations, field evaluations, or direct procurement activities designed to accelerate delivery of capabilities to the warfighter.

Acquisition Authority

REJTF and mission partners operate under a combination of Title 10 rapid acquisition authorities that enable the Department of Defense to accelerate capability delivery while maintaining competition, transparency, and mission alignment. Projects selected for follow-on activity may advance through one or more of the following mechanisms (including but not limited to):


  • 10 U.S.C. § 3458 – Commercial Solutions Opening (CSO): Authorizes the Department to acquire innovative commercial products, technologies, and services through a competitive, merit-based evaluation process designed to expand access to nontraditional vendors and emerging solutions. This authority supports fixed-price awards for commercially derived capabilities that can enhance mission effectiveness and operational agility.
     
  • 10 U.S.C. § 4022 – Other Transaction Authority (OTA): Enables rapid prototyping (potentially leading to production) outside traditional FAR-based contracting structures, providing flexibility to engage with nontraditional performers and streamline the transition of emerging technologies into operational use.
